Meet the Director
Dave Ivan, Director, Belmont County Emergency Management Agency
Dave started out as a volunteer with the Belmont County EMA in 1987. He was named Deputy Director in October, 2001 by the Belmont County Commissioners, working under then Director Richard Quinlin. Upon the retirement of Director Quinlin, Mr. Ivan was promoted to Director in February, 2009.
Mr. Ivan served as a firefighter with the Martins Ferry Fire Department Ladder Company since 1988; spending 12 of those years with the EMS division and reaching rank of Lieutenant.
Current member and Chairman of Belmont County LEPC (Local Emergency Planning Committee), former member of the Belmont County 911 Board of Directors, former member of East Ohio Regional Hospital Board of Directors and former Vice-President of the Belmont County Fire Investigators Association.
Dave is also an Amateur Radio Operator: KC8UYV and Amateur Radio Emergency Services (A.R.E.S.) member.
Meet the Deputy Director
Glenn Trudo, Deputy Director,
Belmont County Emergency Management Agency
Glenn Trudo started as a EMA volunteer in 1993. He was a volunteer firefighter with St. Clairsville VFD in 1988 then became one of the first six career firefighter medics hired in 1990. He rose to the rank of Lieutenant Medic serving until 1997 when he became coordinator for a local fire/ EMS training program. In September 2018 he was named Deputy Director of the EMA.
Trudo’s education includes:
- Bachelor of Science in Education from The Ohio State University
- Bachelor of Science in Fire and Safety Engineering from the University of Cincinnati
- Master of Science in Occupational Safety and Health from Columbia Southern University
He currently serves as a volunteer firefighter medic with Colerain Fire Company and as a member and Vice-Chair of the Belmont County LEPC (Local Emergency Planning Committee), Trudo is also an amateur radio operator (KE8KGD).
WHAT WE DO
The Mission of the Belmont County Emergency Management Agency is to maintain a high level of preparedness to protect Belmont County, to mitigate loss of life and vital assets prior to, during, and after a disaster, and to facilitate the speedy recovery of Belmont County following a disaster. We strive to accomplish this through a continuing program of outreach, coordination, planning, training, and exercising for all hazards and four phases of emergency management.
